Policy
State and University contracts are preferred sources. They offer favorable prices for goods and services from reliable vendors. Using contract sources also minimizes administrative processing costs. For these reasons, departmental small dollar purchases should be made with contract vendors before consideration is given to other commercial sources. Purchasing From Non-Contract Sources
It is recognized that these contracts do not fit all requirements. Under the provisions of decentralization, a decision can be made to use a source other than the preferred contract vendor. Such a decision should not be based upon personal preference, but rather should have a business basis related to one of the following considerations:
- The contract item does not satisfy your requirement in terms of features or performance capability
- The contract item cannot be delivered in adequate time; or
- The alternate source item is less expensive than the contract item.
Vendor Performance
If you are not satisfied with the performance of a contract vendor, it is important that you notify the buyer of the circumstance(s). This will allow for appropriate corrective action to be taken.
